The Program Manager plans, organizes, directs, and manages all aspects of a mid to large scale recognized organizational program. Provides leadership, guidance, and direction for day-to-day program operations and administrative activities, including the authority to make independent decisions regarding program operations, administration, and governance. Leads and/or contributes to the short-term and long-term strategic planning, design, development and implementation of program objectives, processes and standards. May supervise staff as it relates to the overall management of the program.
Note: A program is an ongoing organizational initiative with defined objectives and scope, but without a defined end or completion date.
The Program Manager works under the joint direction of the Cedars-Sinai Cancer (CSC) Research Manager(s), Associate Director, and/or Executive Director of Research Administration to manage projects that deliver high-quality information for a wide range of external and internal reports, planning and evaluation activities, grant applications, and other research and programmatic activities to the CSC Director, senior leaders, program leaders, and other key stakeholders. The Program Manager works with CSC staff to collect, organize, and report on CSC Shared Resources, including but not limited to CSC members’ grants, publications, clinical trials, trainees, program outcomes, and pilot awards. The Program Manager supports the CSC Director, senior leaders, program leaders, research administration and other key stakeholders on topics relating to business and operational processes. The Program Manager ensures compliance with NCI and other federally regulated reporting requirements.
Primary Duties and Responsibilities:
Oversees and/or manages the assigned recognized organizational program and has authority for day-to-day program operations and administration.
May be responsible for program development or expansion. Plans and implements program operations, determines and develops governance, processes and/or guidelines, coordinates program activities and timelines, and determines and organizes resources to meet program objectives.
May identify program participants and lead cross-functional teams in the administration, maintenance or expansion of the program.
Interfaces with internal and external key stakeholders including other departments, leaders across the organization, representatives from external agencies/organizations in the management of the program to provide guidance, resolve issues, grow the program, and/or implement processes and/or solutions. Identifies and defines any logistics, action items, changes, or information needed to effectively manage the program.
Identifies growth opportunities and further efficiencies that impact the program and/or departments success and aids in development of strategic plans to achieve objectives. Evaluates feasibility, forecasting financial impact and providing recommendations or making decisions to support the success of the program. Interfaces with internal/external stakeholders to maintain and further develop program growth, community outreach activities, as well as relationship building and maintenance.
Researches and analyzes data for evaluating performance of program or program operations, including quality assurance and trends. Makes recommendations to leadership and/or implements program changes based on findings. Provides data and/or summary findings to program participants, stakeholders, leadership, and/or cross-functional teams.
Evaluates requests for program exceptions or changes, and determines response, escalating as necessary.
Assesses communication and training needs, develops and implements any applicable communication, education, training, on-boarding and/or mentorship pertaining to the program. Provides regular communication to departments and leaders across the organization. Notifies stakeholders of any changes to the program. May work with cross-functional teams across multiple departments to develop communication and training materials.
In conjunction with leadership, responsible for planning, monitoring, and managing program fiscal budgets and financials, and resolves or escalates issues.
Maintains data system integrity and ensures quality assurance measures are followed based on departmental standard operating procedures. May provide ad hoc reporting to support recommendations observed through trend analysis for future planning and enhancements.
Monitors program to ensure appropriate governance and program compliance with local, state and federal laws; accreditation, professional and regulatory agency standards and licensure requirements. Maintains staff and program compliance with organizational policies and procedures.
May manage staff and/or lead the work of others.
Participating/assisting with regular business meetings with Shared Resource Directors to review member usage, operation and overall core performance.
Plan and facilitate Shared Resources Oversight and User Advisory Committees to review Shared Resources plans, performance, member survey results, future needs of researchers, etc.
Coordinate the annual capital equipment request process that solicit input from Shared Resources User Advisory committee that is tasked with evaluating the requests
Develop marketing materials, communications and Shared Resources Newsletters
Manage HR administrative activities for Shared Resources staff including performance evaluation, time card approval, time off request, new and replacement position requests, new employee onboarding and termination.
Partner with the AD of Shared Resources and shared resource leadership team to plan and implement new programmatic initiatives affecting Shared Resource financial management and billing processes and compliance in collaboration with Finance and CSC leadership.
Support the CSC Finance Group in its creation and distribution of reports for the revenues and expenses, budgets, FTE tracking and position control for each Core.
Generate, track and distribute grant funding/investigator classification (member vs nonmember), publications, as well as related core metrics required for CCSG compliance
Develop and implement unified NCI-compliant policies, procedures and practices across all shared resource laboratories under the oversight of CSC and CSMC leadership, including but not limited to, fee setting policies, support of Finance group in annual budget process, capital equipment process, integrated billing and ordering process, planning and evaluation, and performance metrics.
Manage human resource administrative activities for all research staff in Shared Resources. Responsible for performance evaluation, timecard approval, time-off requests, new position requests, new employee on boarding, terminations, grant tracking and other duties.
Act as liaison with the shared resource laboratory directors in the development of large multidisciplinary grant applications, including budget development, usage data, and technical materials. Responsible for supporting the development of Cancer Center Support Grant (CCSG) budgets and reporting requirements in collaboration with Finance and CSC leadership.
Plan and facilitate the Shared Resource Scientific Oversight and User Advisor Committees that meets regularly to review shared resource plans, performance, results from member surveys, discuss external advisory board reports, future needs of researchers, etc.
Coordinate the annual capital equipment request process that solicits input from shared resource laboratory-specific scientific advisory committees and major constituents, and the scientific committee that is tasked with evaluating capital equipment requests.
Coordinate with EIS to provide administrative system support for implementation of billing or other software across all shared resource laboratories managed under CSC managed Shared Resources.
Participate/assist with regular business meetings with shared resource laboratory directors to review member usage, satisfaction, operations, and overall performance.
Develop and employ surveys to obtain member feedback and satisfaction.
Involved in centralized activities such as auditing and preparation of clinical research policies and standard operating procedures.
Performs other duties as assigned or required by management.
